NDIS Service Sustainability Review

Enabling sustainable, high-quality NDIS services through evidence and strategic review

Client:
Uniting WA

Health Q Consulting were engaged by Uniting WA to undertake a comprehensive review of its National Disability Insurance Scheme (NDIS) services, with a focus on long‑term sustainability, service effectiveness, and future strategic direction.

Uniting WA is a not-for-profit organisation delivering disability supports across metropolitan Perth and the Great Southern region, including Supported Independent Living (SIL), Community Access, and Positive Behaviour Support. The review was designed to inform decision-making about Uniting WA’s ongoing participation in the NDIS, ensuring services remain financially viable, are of a high quality, aligned to organisational values, and responsive to a rapidly evolving sector.

Activities Included

  • Analysis of financial, workforce, and service utilisation data
  • Internal document review and performancebenchmarking
  • Market analysis and sector comparison
  • Stakeholder consultations with executive and operational leaders

Process

HealthQ applied a structured, evidence-based methodology to deliver a robust and practical review.

Our approach combined rigorous analytics with organisational engagement to generate insights grounded in both data and operational experience.

We implemented a mixed-methods framework that integrated:

  • Analysis of financial performance, service utilisation, and workforce data
  • Sector benchmarking and market analysis to assess demand and positioning
  • Targeted consultation with executive leaders and operational teams
  • Review of service models, organisational structures, and internal documentation

This approach was delivered across three stage, framework development, current state analysis, and recommendation, ensuring alignment at key milestones and validation of findings throughout the project.

HealthQ applied a structured assessment framework focused on strategy, client and market positioning, financial sustainability, and workforce capability. This ensured the review not only assessed current performance, but also identified practical pathways for strengthening long-term sustainability.

Outcome

The review provided Uniting WA with a clear, evidence-based understanding of the performance and sustainability of its NDIS services, alongside a practical pathway to strengthen future delivery.

HealthQ’s work supported the organisation to:

  • Gain greater visibility of service performance, cost drivers, and financial sustainability
  • Clarify strengths and opportunities across service models, workforce, and market positioning
  • Identify opportunities to enhance operational efficiency and service consistency
  • Strengthen alignment between service delivery, organisational strategy, and sectorconditions
  • Better position services to respond to NDIS reforms and evolving market dynamics.
